I think basketball has it pretty clearly spelled out for having a number/jersey retired.

U of L has only retired one jersey and that is Johnny U. We may never see another one. However, if Teddy lights it up in the NFL I think he would be the next logical choice after helping bring us back from the brink of being a non-P5 school, possibly forever. We should all say a prayer to the football gods for saving us with Charlie and Teddy.
A better question is probably who will be the next player to be honored in the Ring? Clayton and Givens certainly seem to be good choices. Other notables are R Dawkins, B Brohm, Douglas, Carmody, Wood, Dumervil, D White, A Floyd and I Green.

Every year I ask why Arnold Jackson does not have an honored jersey. The kid set the all time NCAA record for receptions while at Louisville.
DeVante Parker needs to be on this list too. I'm pretty sure he has some school records at WR.
