Conference Realignment and the ACC

With the recent annoucement of the ACC Network, the GOR extension to 2036 and the commitment by Notre Dame that if it joins a conference in football it will be the ACC, the Big 12 has stated its intention to expand by 2-4 teams.

Assume for a minute that Big 12 expands by 4 and assume that shortly thereafter Notre Dame annouces its intention to join the ACC in football in 2017, who should the ACC take as its 16th member?

Of course who the Big 12 takes will play a big role. But which schools make the best fit for the ACC?

Is it UConn, if it is still available? What about Navy? It brings in another lacrosse school and is a permanent rival for Notre Dame. What if Kentucky, who would like to upgrade its basketball schedule and have a chance to win a few conference games in football, made overtures to leave the SEC to join the ACC, would you want to block them? Would you attempt to poach a Big 12 expansion team if say Cincy were asked to join the Big 12? Which school(s) would you veto if you could?
