Do away with current conferences. The teams should be split into Tiers consisting of 30 teams each. The very first split should be done by taking the average top 30 (by RPI) teams over the last 25/30yrs.

1.Each team should play a 10 game season.
2.Teams must play every team in their Tier before a repeat game can occur ( The repeats can occur after 3 seasons).
3.Each Tier will have a National Champion decided by a 8 team playoff in their respected Tier.
4.Every 6 years the Tiers must realign. The realignment will be done by taking the AVERAGE Top 5 (over the last 6 years) teams of each Tier and move them up to next Tier if allowed. The Bottom 5 of each Tier will subsequently move to next lower Tier if allowed.

Too many moving parts and it leaves out a bunch of teams that rely on being the punching bag for one superior team in order to pay the bills for that year. Not every team can be a power team and they still need to raise enough money to make ends meet.

Now if you want to move towards wealth redistribution (much like some in politics dream of), then this could work as long as those 30 teams are willing to split up the profits with the rest of the college football teams.
 
But wouldn't winning in your Tier and winning Championships and hoping to finish in the top 5 of your Tier to move up compensate? This would take care of ALL the Rankings and Talking heads. No more excuses. WIN YOUR TIER!

IMO, the B12 should be split up and only 4 Power Conferences should remain and the champion from each of the new P4 would advance to the FF. Eliminates the committee and opinions.....and it becomes a champions national play off

Best team from each region/league of the country advances period. This adds suspense as to who the best league really is (year to year) as decided on the field of play and not by the bias of the media

Rankings won't matter any longer. Alternate year to year on which league faces the other as part of the FF set up....that way there is some diversity of match ups rather that the same match up each year. Fair and balanced.

The regular season becomes a part of the play off system and the best teams are determined on the field and not in the opinions of a committee or pollsters in the media. Survive and advance.....and become national champ.
