I have always wondered why a conference fines a school in their own conference then yet at the end of the school year they split the profits among the schools of that conference.

Vanderbilt can afford it. Their football and basketball teams cost them around $300,000 this year.
Trying to get out in front of it best they can to prevent something tragic from happening. And if something tragic does happen and there's lawsuits at least they can provide evidence they weren't negligent.
