When it's time to schedule game times for the upcoming season (mainly talking about the first 3 games) who makes that decision, ACC or ESPN? I pretty much know who makes the decision about televised games.

It's all the networks, not just ESPN, in terms of scheduling kick times for the first 3.
Where the conference comes in is strategically setting up early season high-profile matchups that will hopefully garner prime TV real estate. For years, the ACC, Miami, and FSU agreed to play each other on the opening Monday of the season (i.e. two days after the first Saturday) in a made-for-TV time placement.

Those of us who was hoping that the Clemson/UL game on 9/16 would be a night game there's still hope it still could be because Miami/FSU will be the Saturday Night game on ABC so there's still a chance our game will be on primetime on ESPN.
