I've heard that but is it true? Just wondering if anybody could provide a link or explain the background to this?

That's the way I remember it!I am always leery of responding to someone who has only one message, ever. Seems like a UaK troll or bait. Anyway, the Cayuts and Joe B. were afraid to play the Cards for years. Even after Knoxville '83 the Cayuts wanted no part of us. However, the state realized that it would be an important game for everyone. So, I think they passed a resolution strongly encouraging the schools to play, but I do not believe it was a law. Hard to remember because it was a loooonnnnggggg time ago.
I predict that a law will be required to get them to play WKU again.
