What are the guidelines for the new NCAA redshirt rule that allows players to now play in up to four games in a season yet still redshirt? Is there a cut-off date, or can you actually play in say the last four games of the season? Can one of the games be a bowl game? I’ve read nothing on this new rule.

The official NCAA announcement is vague. No cutoff listed or bowls mentioned. So I would say Yes. You can play last 4 and one of them could be your bowl, but not more than 4 total.
Yes this gives an opportunity for a player who maybe wasn’t ready at the start of the school year but through practice rapidly develops and earns playing time possibly for the bowl game and for the upcoming season without losing a year of eligibility.
