What you're arguing means the FBI doesn't believe there's anything more to be discovered about U of L. As far as institutional control, that's not bad news for us. And I've never seen any hard evidence (an effective date) that U of L was "on probation" when the latest infractions occurred.
I'm not saying the FBI is simply interested in more visibility and evidence. But if they're finished with a university and its coaches/staff, there's no reason to prevent the NCAA from fanning the flames. In fact, it helps the FBI's cause to potentially unearth more evidence about other programs and operatives.
