ACC Conference Schedule Change

I don't understand the scheduling model. When I first heard about an 18 game schedule, I thought it would be simple... With 18 teams in the conference you could play each of the 17 other teams once and then one team twice, resulting in a pretty balanced and fair schedule for all while still allowing for things like NC vs Duke twice.
